Dubai Municipality Product Registration: What Brands Need to Know
If you want to sell consumer products in Dubai, chances are they need Dubai Municipality approval first. Here's a practical overview of how registration works and how to avoid the delays that catch most new brands.
Which products need registering?
Dubai Municipality registers a wide range of consumer goods through its online systems, including the Montaji platform. Typical categories include cosmetics and personal care, perfumes, detergents, food-contact materials and some supplements. Food and pet food have their own registration routes. Medical and healthcare products fall under the Emirates Drug Establishment, and some technical products need MOIAT conformity certification. Getting the classification right is the first and most important step.
What you need for Dubai Municipality product registration
A UAE trade licence with an activity that covers your products
Importer and responsible-person details
Label artwork showing every side of the pack
Full ingredient composition (with concentrations where required)
Certificate of Free Sale from the country of origin
Lab reports or conformity documents where requested
Halal certificates where applicable
The process
Classify the product and confirm which authority applies
Check your trade licence covers it
Build the technical file with your manufacturer
Review labels and claims (one word can change a product's category)
Submit online and pay the fees
Respond to any requests for tests or revised documents
Keep approval records for each SKU and variant
How long does it take?
Dubai Municipality has been speeding up approvals through its upgraded Montaji+ platform. Eligible products can now be approved in a few working days. Testing, missing documents or label corrections can stretch this to weeks.
How much does it cost?
Government fees depend on the product and category. Budget separately for lab testing, translation, label redesign and legalisation, which often cost more than the fee itself.
Remember: approval isn't clearance
Registering a product doesn't clear a shipment. Each consignment still needs customs clearance and, for some categories, an import permit.
